OCAP Targets for Lahontan Reservoir are
set by the Bureau of Reclamation for the end of each month.
The target is based primarily on the forecasted flow of the
Carson River at Fort Churchill for the April through July period.
The average flow for the last 30 years at Fort Churchill is
178,000 acre-feet. The
Natural Resources Conservation Service (formerly known as the Soil
Conservation Service) prepared a mid-December 2006 forecast of 100,000
acre-feet, which is 56 percent of average.
The January 2007 end of month storage target for Lahontan
Reservoir is 215,200 acre-feet. This
includes 23,100 acre-feet of incentive credit in the reservoir,
accumulated over the last six years by exceeding the required OCAP
efficiency. As of December
28 the storage in Lahontan Reservoir is 160,123 acre-feet.
Because the projected end of January storage will not reach the
target without diversions from the Truckee River, diversions up to
44,100 acre-feet are allowed. Base
flows in the Truckee River for January produced by maintaining Floriston
Rates at Farad of 400 cfs will result in only about 27,000 acre-feet
available to divert. TCID
has elected to forego diversions to repay the recoupment debt with the
incentive credit that has accumulated in Lahontan Reservoir.
It will take about 21 days to repay this amount.
As a result, diversions will be discontinued beginning January 1,
2007, and ending January 21, 2007. After
January 21, 2007, diversions to Lahontan will commence by diverting all
the water that is in the river. The
table below will be updated throughout the 2007 season to show the
revised targets and allowable diversions each month.

On December 21, 2006 the Bureau of Reclamation announced their
preliminary calculation of incremental increase in evaporation losses on
Lahontan Reservoir due to incentive credit water for 2006 to be 6,650
acre-feet. Comments on the
calculation are due by January 12, 2007.
As a result of this calculation, the incentive credit will be
reduced from 29,750 acre-feet to 23,100 acre-feet.
